Proposed Solutions: Closing the Governance Gap

Guardrails aren't a one-time checkbox — they're a repeated practice. This maps the frameworks and actions proposed at every level, from an individual's chat settings to frontier-model R&D budgets.

The common vocabulary: NIST's four-function cycle

The operational layer underneath most US, EU, and allied frameworks — repeated continuously, not run once.

1

Govern

Establish policy, accountability, and culture around AI risk before systems are built.

2

Map

Identify context, use cases, and where things could plausibly go wrong.

3

Measure

Test and analyze risk with defined methods and metrics — not intuition.

4

Manage

Prioritize and act on identified risk, then feed results back into Govern.

↺ The cycle repeats — it's maintenance, not a verdict rendered once.

Guardrails by level

What "accompaniment" looks like in practice, for a person and for an institution.

Individual / civilian

Default to the most private setting on any AI tool — no training on your data, chat history off — as a floor, not a guarantee.
Keep a hard no-prompt list: government IDs, full financial account numbers, medical record numbers, passwords and credentials.
Treat agentic features with extra caution — anything that clicks, browses, or transacts on your behalf carries more exposure than a chat window.
Assume AI-generated scams are mainstream — deepfake calls and AI-written phishing now have a low technical barrier.

Organizational / policy

Runtime guardrails as baseline: prompt-injection detection, sensitive-data-leak filtering, enforced topic/policy boundaries.
Restrict agentic system access — CISA/NSA/FBI guidance: narrow use cases first, human checkpoints before autonomous action on sensitive systems.
Model registration & incident reporting for frontier systems, plus whistleblower protections (Bengio et al., 2025).
Dedicate ~1/3 of frontier AI R&D budgets specifically to safety research rather than capability alone.
